I had the same problem with my vps server win 2003. you shold try loading thw
packege, loging to the Site Administrator from another machine.

Yes, I have deposited the file into the right folder as a zip file before
changing the name to a mgp file. However, when I double click on the file, the
path indicates this: C\Program
files\MapGuideOpenSource\Server\Packages\Sheboygan.mgp.zip

I have tried to load the sheboygan file without success. I have changed the
file name from sheboygan.zip to sheboygan.mgp and put it into the folder
C:\program Files\MapGuideOpenSource\Server\Packages but still when I go to
MapGuide Site Administrator and click on Manage packages, "No packages found'
