I don't think you can change the cursors in the DWF viewer, so that
might be the problem.

Once i changed the code in the toolbar.templ file ,and stored the
*.cur files i able to perform the desired results but this alteration
started causing problem in *_dwfviewer and it use to give alert about
missing component in the toolbar.php_* which directed to the
toolbar.templ.
