This functionality is more dependent on whether TerraScan has an API that you can integrate directly with, or if it has web pages already written that can accept a parcel ID as a URL parameter or via a GET or POST. From there, you would use their application to pull up the related parcel record. Depending on their support, you can use the out-of-the-box feature URL functionality in MGOS or use the API to offload your request from the selected parcel to the TerraScan page/application.
