I don't think that is possible, out of the box.
You will need a small server side script that opens the WebLayout from
the server repository, modifies the starting point, saves it as a temp
resource, and redirects the page to the viewer with the temporary layout.

I can define a special initial view by putting in the Lat and Lon of the wanted
center and the wanted scale into the WebLayout. But this is not the way to to
find a solution for my question.
