Libpq is the PostGreSQL connection Dll, I am not sure how you get it
without installing PostGreSQL on your machine.
You can check the site: http://www.postgresql.org/ftp/
MSVCR80.dll is the Microsoft Visual C runtime:

I think DWMAPI.dll is in th Visual C runtime also.

It sounds like a required Dll is missing.
Try using Dependency Walker:
http://www.dependencywalker.com
With Depency Walker, open the file:
C:\Program
Files\MapGuideOpenSource2.0\Server\Bin\FDO\PostGISProvider.dll
It should tell you what dll's are missing.
