The mapguide service will fail to start if your system is slow at starting other services. Often times defragging your c drive will speed your boot process and allow these services to start as expected on a reboot.
In this case you problem may be something else. Can you try running the mgserver2009.exe from a command line with the /run parameter and see if you get an error.
