I have done something similar with OpenLayers.
You need to have two maps, and then make the background of the top layer
transparent.
(You can do it by editing the xml of the MapDefinition).
Then you add both maps as layers in OpenLayers, and the lower one will
have tiles,
and the upper one will be rendered dynamically.
For WebLayouts, this will not be an easy task.
