AFAIK, S57 is supported by the OGR provider.
First you need to update the FDO provider collection:
http://trac.osgeo.org/mapguide/wiki/maestro/UserGuides/UpdatingFDOInstallation
Then you should be able to use the OGR provider:
http://trac.osgeo.org/mapguide/wiki/maestro/UserGuides/FileFeatureSource
