You must check the "Avalible" checkbox for the layer before it appears
in the WMS document.

I've import with MapGuide Maestro shp layers. I can show my map with Fusion
but when I want to know layers which are available with a wms request, my
layers don't appear in xml document. I can only find layers for sheboygan
example.
In Maestro, I've click right on my layers so as to access to properties ->
WMS, but nothing appears in the GetCapabilities xml document.
Can you help me to understand what's wrong ?
