I think what he means is to use it as a standalone viewer, not attached to the internet.
Once upon a time, a LONG time ago, I had developed a standalone viewer with Apache and Whip to allow the users to view a "webpage" on their local pc. Basically I made a copy of Apache run off from a CD (temp files, logs etc went to temp). It displayed a webpage that could be searched, dwf's were embedded in a webpage, and hyperlinks within the dwf's would work etc. I would wager that the same could be done for Mapguide. There is some functions that would be problematic, measure etc....
