Ok, so you have a solution set up, and want a copy of it.
Packages won't do that, because they restore items into the same spot, so
restoring a package would overwrite your data.
If you use Studio, you can copy layers etc. around, but it won't update
references.
If you use Maestro, you can copy, move and rename folders or items, and
it will update the references.
If you have all items for the solution in a single folder, you can
simply make a copy of it.
Studio will tell you something about broken references, and Maestro will
update all the items to
follow the new folder.

thanks a lot for your help... but i dont get it ..you should not
have 2 appliaction on the same server which are using the same
resources ?? ... i am not taking about installing another
mapsever on the same machine ... i just want another application
(or you can say layout) on the same server, having same resource
set but different users (previous one was a private appliaction
now i want a public one) ....
