I would contend that your "... polygon with hole have only one exterior boundary and the geometry type is 7" is NOT a valid SDO_GEOMETRY and does not fall w/in the specification. What you describe is in fact a ??03 sdo_gtype NOT a ??07. Have you validated the geometry via SDO_GEOM.VALIDATE_GEOMETRY_WITH_CONTEXT? Oracle will certainly store the invalid geometry.
