A group in MapGuide is a collection of layers, and so is a base layer group.
When MapGuide produces tiles, produces a set of tiles for each base layer group. Typical usage would be to have a technical map of the area, an arial, and a hybrid map. Each setup would be in its own base layer group, so you can switch the underlying map,
but still display dynamic data on top, eg. vehicle positions.
You do this seperation as once the tile is created, any changes to data will not show (as it is an image now).

If you have data that you update, or want to turn layers on/off they should not be in a base layer group.
MapGuide enables you to have dynamic and static data in the same map.
