Your problem sounds http://n2.nabble.com/PNG-vs-JPG-rendering-td1819347.html#a1819347 familiar to me . In my case i found that this occurs when background is transparent with PNG8, GIF or JPG output.
If you don't need transparency, you just have to add a white background layer with 0% foreground transparency.
