Tony, I am confused as to what you are trying to do. Are trying to implement FDO/KingOra or are you trying to do a ODP.NET implementation? Two very different things. No, you do not need an 11g database with an 11g client, a 10.2 database works just fine.
I suggested you install the Scribble application found in trac because it has all the MG code needed to manipulate a dynamic SDF layer.
