I'm doing something similar (dynamic page in an iframe as a tooltip)...I don't have a solution for you (mine just show up, but the user can't click in them or anything). It would seem to me that what you'd need to do is to have the tooltip.aspx file change the size of the iframe using some javacript or something - the trick though, is getting the tooltip to stay open and let the user click inside. If you can do that, you should be able to get the iframe to resize from the aspx page itself, I would think.

taking up the real estate on the tooltip initially.   

In studio we have this for the tooltip:
