a) Nobody has filed a ticket on the matter
b) It would break the basemap switcher widget depending on which version of
Fusion you have, but that widget is somewhat broken by design so no real
loss there. The layer itself should still show btw. The workaround is to
check the MapGuide version so that we can determine what version of Fusion
we're working with, so that we can then determine what supported commercial
layers are available in the UI. Ugly.
