The Fusion Map widget wraps an OpenLayers map (accessible through the oMapOL property of the widget)
So you can register an OpenLayers click handler like this: http://openlayers.org/dev/examples/click.html To show a tooltip on a toolbar, you could have a stub InvokeScript widget that's docked to the toolbar.
