Thanks to help from Crispin I figured a way around it. The ArcSDE FDO still
isn't working with Maestro, but I was able to just connect to SQL Spatial
Tables using the tips from this video.

I got the ArcSDE FDO Connection Window to work with the  FDOToolbox to work
with the 9.3 ArcSDE dlls but couldn't get it to connect.
