Really, you don't want to see the USA prior to seeing the UK? Since the OpenLayers loads the background layer first and then sets the map extent second, this is hard to avoid. You could hide the entire map area behind a div until the map loads completely using the FUSION api. (maybe the Fusion.Event.FUSION_INITIALIZED)
