Fusion containers have to actually map to a physical DOM element of the Fusion template in order to be shown. It's why the stock Application Definition generated by Maestro contains a vertical toolbar container, but that container is only shown if you feed that ApplicationDefinition into the Aqua template (or any other template with a vertical toolbar)
