I will post my German translation files in a couple of weeks, some files are missing (e.g the ApplicationDefinition.xml files for the templates) and to make it complete the corresponding files for the Ajax Viewer (although we don't use it anymore).
Concerning the Tooltip Issue, I can file a patch, if someone can confirm that it's reproduceable with English OS (respectively Internet Explorer). Until now I'am not shure, if it is a problem of a non-English Windows OS.
