I was having exactly the same problem with both IMS2012 and 2013 when trying
to access my WMS layers via ArcMAP10. The only workaround I found was to
edit the following line in the webconfig.ini to read like the this:
CITEWmsEnabled = 1

AIMS 2012 and also with MapGuide OS 2.2 (both on Apache)
When I try
http://srv05/mapserver2012/mapagent/mapagent.fcgi?USER=WmsUser&PASSWORD=wmsuser&REQUEST=GetCapabilities&SERVICE=WMS&FORMAT=text/xml
the wms capabilities are shown without problems... but when i want to add
the wms with ArcGIS 10 or Quantum GIS 1.8 the server is always asking for
credentials.
