I have a theory why this is happening. When the MapGuide Server is starting up, it is initializing the Font Manager (for Rendering/Stylization) among other things. If you happen to have some really chunky fonts installed (ie. Any Korean/Japanese/Chinese font), the bulk of the 30 seconds that Windows will allocate for service startup will be used up trying to read in these massive fonts.
If you look at mgserver.exe under Process Monitor you'll see it spammed with file read calls to these massive font files.
