I saw the same problem on a customer's installation just the other day. The problem is that ArcGis WMS servers have default maximum width/height smaller than a 300 DPI image covering a sheet paper.
I'm not sure if there is a workaround on the MapGuide side, but if you have access to the ArcGis server, the setting can be changed there.
