Reading through the current terms ( https://developers.google.com/maps/terms <https://developers.google.com/maps/terms> ) I don't see anything that explicitly or implicitly prohibits blowing up the map images at higher zoom levels. The closest reference I can see is 10.1.3 (a) around modification of tiles. However I do see an implicit restriction against redlining against Google's imagery in the same section (Creation of Derivative Works)
