Let's see. I used MapGuide 2.4 and you're using MapGuide 2.5. Between those versions FDO wasn't upgraded. What worked for me should work for you. The only difference is you're using 64-bit; that will require different binaries.
Try this set of binaries: http://www.gisinternals.com/sdk/PackageList.aspx?file=release-1600-x64-gdal-1-9-0-mapserver-6-0-1.zip That's for MapGuide 2.4 (64-bit) which should also work for 2.5.
