If this is a 2.6 install, Fusion uses the new mapagent CREATERUNTIMEMAP response to initialize everything (bypassing a request chain to various slower PHP scripts).
The CREATERUNTIMEMAP response only carries the map name, and doesn't carry anything resembling a map title. So the method that shapes this response into something that the existing PHP scripts return probably just uses the same map name as the title.
