Yes, this will also be an issue, even if the map is in a projected coordinate 
system. A physical measurement on the monitor will be off by the ratio of 
actual display resolution to 96 (which is the default used for map scale).

This is not simply because your monitor is not 96 DPI? I think that MapGuide 
defaults to 96 DPI as screen resolution. A 1920x1080 monitor can be 16" or 32" 
and there is no way for the browser to tell MapGuide this. Howerver if you 
generate a PDF or image the scale should be correct (Except if you print the 
PDF and do not select "actual size" in the print dialog.
