Jackie, In fact one of my colleagues created a similar which do this (in .net). We have a function "setlayervisibilityfilter" to which you can pass a list of features: groupon: group1, group2 groupoff: group3 layeron: layer1 filteron: layer1:id>4
apart from that the mapid of course. I think we even added things like selectability in the end. This may give some inspiration on how you could do this.
