Well technically it is a published and public API so it should work, but I don't know what actual value such a class gives you in any MapGuide application you write. MgRaster is just a plain wrapper around raw binary image data of the raster, there's no ability in the MapGuide API to do any form of meaningful analysis (that I know of) on that raster data.
