It could be a PATH related problem on IIS and that libpq.dll and/or pdo_pgsql.dll does not exist in any of the directories specified in that environment variable. An easy way to find out if this is the case it to start Process Monitor (https://technet.microsoft.com/en-us/sysinternals/processmonitor.aspx) and keep an eye on any failed attempts to access or read libpq.dll and/or pdo_pgsql.dll
