I have been working to update a client from AIMS 2013 to MGOS 3.1 since November as there’s custom code and had some issues. Are you using IIS10? This proved too large a stumbling block and after much experimentation the decision was made to switch to Apache. Once that was done there have been no issues. You could also try using one of your own SHP files to see if you’re able to save/validate a new layer rather than one of the samples.
