Yes it works. I spun up a Postgres 10 / PostGIS 2.5 docker container, loaded SHP data into it with FDO Toolbox 1.3 without issues. Was able to set up a PostGIS feature source pointing to the same db from a MapGuide 3.1.1 windows install, data renders fine.
