Larry, Photoshop is bad idea in this case, as you'll have to modify the early plan's geometry. The best solution would be any programme with georeferencing options. Try GIS (various soft, ranging from free to expensive packages). I suppose MapAnalyst can do the trick as well (http://mapanalyst.cartography.ch/) - you can test it as it's quite reasonable programme for early maps analysis, even if you have no theoretical background.
