Dear Kit,
I think this is part of the controversy. If you look at the map, the
"technical results", or the "kind of projection than Peters' map is
close to Gall. If you ask for the controversy than we should call it the
Peters projection controversy (concerning Gall has never been in focus
of cartographic disputes). As far we know Peters had recognised James
Gall not until he was interviewed by Vujakovic in the 1980's, around 20
years after his first engagement in maps. This is as far as I can
estimate not merely a problem of Peters' background as a historian and
non-cartographer, but that Gall is quite unknown in Germany until today.

It would be nice if James Gall got some of the credit (following from
Wikipedia):
The *Gall–Peters projection*, named after James Gall </wiki/James_Gall>
and Arno Peters </wiki/Arno_Peters>, is one specialization of a
configurable equal-area map projection </wiki/Map_projection> known as
the *equal-area cylindric* or *cylindrical equal-area
</wiki/Cylindrical_equal-area_projection>* projection. The Gall–Peters
achieved considerable notoriety in the late 20th century as the
centerpiece of a controversy surrounding the political implications of
map design. Maps based on the projection continue to see use in some
circles and are readily available, though few major map publishers
produce them.
