MI does not provide for non north orientation of a vector map by itself.
However, when displaying a vector map over a registered raster image, the
vector layer will adjust itself to the raster orientation.

Hence the "trick" I developed of registering a "fake" image with the wanted
"rotation", opening a mapper with if, displaying in that mapper all the
vector layers as needed, removing the fake image. That works well and is
fully documented in chap 5 of "my Bag o'Tricks" (get one from our site!)

But if that answers question 1, it does not work with question 2, because in
MI you cannot have 2 different norths in the same mapper and a raster
automatically sets the North for "his" mapper. A possibility would be to
rotate your raster in an image processing software and register it with its
new orientation in MI.

Note that in all cases the map is rotated within its mapper, its outside
frame remaining always "straight".

Not an optimistic note, I am afraid.
