Hi Gary,
In the States, the PLSS is not a "regular" grid so you can't
calculate a section center point directly. There were rules for
surveying it, but these turned out to be guidelines instead. In
Canada, at least some of the land grid is (or was) "calculated",
so in places where mosquitos grow big and thick enough to give
even velociraptors the heebee-jeebies, you see a very nice, clean
grid on the map.
What I do (here in the States) is download the grids I want from
the USGS EROS data center, then translate the data into MapInfo
with a program I wrote (which is available for sale for $95 at
http://www.ctmap.com/gisnet/catalog/sw/dlg-mif.html). At that
point I have lat/longs for the grid corners, and objects for the
sections, so it's pretty easy to geocode anything to a section
using the "within" SQL operator.
