Idrisi or GRASS might be what you are looking for for surveying.
It is easy to incorporate and classify sat or sidescan sonar (raster)
data.
The Idrisi "UNITAR Explorations in Geographic Information Systems
Technology Vol III. 'Coastal Zone Management'" is the name of the workbook
that covers the 'bathymetry from landsat data' exercise Andy is talking
about. The book needs an update though, if you need any more info, let me
know.
