Has anyone had any experience with accepting the lodgement (from external
organisations) of digital data.

I am in the process of changing the 'core' GIS platform from Intergraph MGE
to something more suitable to our business needs.  As a side project I am
also looking at enabling contractors to provide Council with digital data
showing the location and attribute data of underground services they have
placed.  

My initial thoughts, given the complexity and variety of software packages
that the contractors and developers use, is to create a simple text file
processing system.  The first file being a 'map' file eg "id,x,y" to define
node points and "id,x,y,x,y,..." to define linear features.  The second file
would be the attribute data, for example for a pipe it may look like:
"id,feature_type,diameter,material,upstream_Invert_Level,DownStream_Invert_L
evel,......"

Having defined the standards, domains etc I would leave it up to the
individual contractors/developers to decide how they generate the files.

My 'master plan' is for the Council staff to process these files at the
desktop level, confirm the data and then 'commit' the data to the core GIS
which will automatically update the core data.  The main reason for this is
one of cost.  I cannot afford to operate 6 copies of, say, ArcInfo/SDE and
can see no reason why the process of commiting the data cannot be automated.

Does anyone have experience with taking digital data in a simply format from
non-GIS external parties and automatically processing it into a core GIS
environment.

Any comments or leads would be greatly appreciated.
