In case anyone wants to know: I have heard from tech support that setting a label to arrow style with an offset does not produce a visible arrow and that this is a bug that has been reported in the past. The only way I have found to initially produce an initial label with a visible arrow without user intervention (user dragging the label) is to loop through the table with set map label...object id (from loop) anchor(x, y) from loop.
