I have a somewhat similar problem, but I don't think it is the plotter as
Matt Wilkie suggested (at least not in my case).

I have a raster image that has been imported using a projection of UTM
(WGS84).  I have some layers on top of it, one of which is a grid at 5000 m
intervals.  When I have the map window open and measure the distance
between grid lines, they are exactly 5000 m apart.  When I move to my
layout view (scale set to 1mm = 100m), they are not exactly 5000 m apart.
Horizontally, they are pretty close to 5000m, but vertically they are
closer to about 4850m apart.  When I print, I also get this incorrect
version of the scale.  If the problem was just with the plotter, then I
don't think I'd get this incorrect measurement in the layout window.

I don't think it is a problem with importing the raster image as the
problem doesn't occur until  I open and print from the layout view.

I can't think of what the problem might be.

Any advice?
