the best thing you could do is to contact the firm that made the photos and have them give you orthorectified digital images. It will cost money, but will be cheaper in the long run. You can scan the images yourself, but they will be distorted (all uncorrected air photos are distorted - curved lens). You then have to find coordinates for various points on the photos and register them.
