Try saving the layout window as a Windows Metafile *.WMF
Open word and INSERT- PICTURE - FROM FILE Select your WMF file
You can stretch it to suit your page size. We use it all the time and it
works fine for us.
We even have automated tools that save maps to metafiles that are then
linked to word documents to produce reports
