The MapTools software outlines raster pixels exactly, hence does not suffer
from the sliver/overlap problem that plagues most "raster to region outline"
software. It should be suitable for your application, assuming that similar
pixels can be aggregated into larger regions so that the number of regions
does not become excessive.
