I am sorry to say that in Brazil we use a lot of pirate softwares too. In some cases these softwares are officially acquired after a "testing period" and I think it is a good institutional or individual strategy. I must remember you that in the Third World we don’t have the money and information you have in USA or Europe. We receive a lot of advertisements about one or other software and we must choose one based on the experience of friends and the price.

Vietnam may be in the same or worst situation and this is not so strange. Do you remember the war? I know USA have been involved in a lot of wars but this one is "unforgettable". Also Cuba uses pirate softwares (Mapinfo is the preferred GIS) and you can imagine why: They don’t have dollars and commercial exchange with USA is forbidden (by USA).

P.S. My institution is relatively rich and we have a legal 4.0 version of Mapinfo. We are looking for money to buy a more recent MI version.

I back you up 100% on the issue of SOFTWARE PIRACY.
 
We are BDT, MapInfo re-sellers in Vietnam, which is documented as being the most most pirated country in the world (99%). There is absolutely no software purchasing ethic at all and the government departments and various companies have the money......however, we must be patient, educate as to the benefits, etc... in the hope that one day, things may turn around.
 
However, it breaks our heart when the power of the internet is used to promote software piracy from afar, and I encourage all to help us guys "on the battlefront".
