We've had excellent luck using WorldReg+ (http://members.aol.com/mapdata/)
which uses the native .KAP format of easily-available nautical charts on CD
(an entire region is usually around $200 US, with some large international
[outside USA] areas for a bit more). The CD's are available from your local
marine chandlery (West Marine, etc.) or Captain Jack's Software Source
(www.capjack.com).

We use nautical charts all the time with MapInfo. The included-with-MapInfo
(USA) Blue Marble Geographic GeoTracker software is useful for integrating
real-time GPS/DGPS data into MapInfo. We use it to build tables in real
time out in the field for various projects.

BUT - the trick may be how you will transmit the ship GPS locations
(cellular telephone?) and receive those GPS positions at the 'home base'.
Likely it's been done. Multiple ships does seem more complicated, and would
probably preclude GeoTracker as it's designed for one GPS input into one
serial port.
