MI Rastor to vector analysis

Hi all,
is there a way, other than heads up digitising, to create a vector table from a raster 
image?
eg soil landscapes are hand drawn on a topo map in thick black pen. Is there a program 
that will identify the thick black lines and create a vector polygon?
