This is a reported and confirmed bug. Not only will buffering refuse to
work properly in the Cosmetic Layer, but I have had it give incorrect
results in other layers as well. The only time I can trust it to draw a
proper buffer is to create it in the same layer as the source (seed).
When this was described to MapInfo recently in a meeting as "Buffering
doesn't work," a lead employee defended Pro by saying, "It works, just not
in the cosmetic layer." I got the impression that MapInfo was in no hurry
to release a bug fix as long as there was a work-around (no matter how
convoluted).
