Sorry, but topo maps of India are classified military
secret. Your only source of topo of India is from the
Russians. This is a remarkably contentious topic among GIS
specialists within India. Occassionally, outsiders have
MORE information about India than Indian citizens working
in India on Indian GIS areas. The Survey of India has been
doing their work under the cloak of secrecy for over 200
years, and they are not expected to change anytime soon.
The easiest solution for you is to learn how to pronounce
the Cyrillic alphabet. It is largely phonetic, and if you
know any of the Germanic or East European languages, you
can figure out lots of stuff on their topos.
For info on the history of the Survey of India, see the
website for the University of Chicago Press - look up
"Mapping an Empire" by Ebney.
Next best solution is to hire a Russian.
